The commission’s report outlines how the club’s owners were aware from as early as the first season that expenditures would soar as they aimed to assemble a dominant team. This sleight of hand enabled the club to report robust commercial revenues, vastly exceeding actual figures contributed by third-party sponsors.

One particular instance illustrates the mechanism in action. In 2013, just prior to the close of their fiscal year, Manchester City found themselves nearly £10 million short of Uefa’s financial compliance. Miraculously, revised sponsor agreements were hurriedly arranged, bumping up sponsorship income just days before the financial period ended.
